MINUTES OF THE REGULAR ORONO CITY COUNCIL MEETING <br />HELD DECEMBER 13, 1993 <br />(#4) #1850 JAMES SPINNER, 940 NORTH ARM DRIVT - VARUNCE <br />Mabusth gave the staff report and reviewed the amer <br />revised plan. <br />hardcover facts as submitted on the <br />Mr. Herstein, representing the applicant, was present and inquired what it would take to get <br />the variance approved. <br />Lindquist reviewed the Planning Commission’s discussion of this item, and stated that the <br />Commission believed there was an excessive amount of hardcover on the site, and that it <br />wou^d need to be reduced to be ntore in compliance with the ordinance requirements. <br />Cioetten commented she was opposed to additional hardcover and she did not support the <br />variance. Jabdour concurred with Goetten because the size of the house was more than the <br />lot area would allow and still remain within the ordinar*ce standards. He did not support the <br />variance. <br />Mayor Callahan asked if the petitioner would remove some of the hardcover on the property <br />aid Mr. Herstein responded that he believed Mr. Spinner would be willing to remove some <br />of it. Discus'i^n ensued about the difference between structural and non-structural <br />hardcover. Mayor Callahan commented that if the concrete were removed the Council would <br />be willing to review the application again. <br />Jabbour commented that he had attended the Planning Commission meeting and heard their <br />discussion and he did not believe the applicant had gene tar enough to meet the criteria, and <br />he did not support the variance. Goetten stated she concurred with the Planning Commission <br />recommendation for denial. Mayor Callahan stated that he agreed, and while a tull Council <br />might give a different vote, he did tK)t support granting the variance. He reiterated that he <br />felt more of the concrete should be removed, and recommended that the item be continued <br />until a full Council was present. <br />It was moved by Mayor Callahan, seconded by Goetten, to continue #1850 variance tor <br />James Spinner at 940 North Arm Drive until the next City Council meeting. Ayes 3, nays 0. <br />(•#5) #1860 ZELMA MCKINNEY, 3599 LIVINGSTON AVENUE - CONDITIONAL <br />USE PERMIT - RESOLUTION NO. 3370 <br />It was moved by Mayor Callahan, seconded by Goetten, to approve Resolution No. 3370 <br />approving #1860 Conditional Use Permit for Zelma McKinney at 3599 Livingston Avenue. <br />Ayes 3, nays 0. <br />J
