MINUTES OF THE REGULAR ORONO CrH' COUNCIL MEETING <br />HELD DECEMBER 13, 1993 <br />MAVOR/COUNCIL REPORT <br />A. LMCD BUDGET REQUEST <br />Mayor Callahan stated that the LMCD Budget repon stated that the City has not paid their <br />voluntary contribution to the LMCD milfoil tund or the LMCD assessment. He stated now <br />that they know the milfoil contribution is vx>luntary, he suggested that it not be paid for the <br />1994 year, and the back payments until 1992 should be refunded to the City. He believed <br />that they should deduct the amount of the dues which may be owed for 1993 and 1994, and <br />refund the remaining amount. <br />Mayor Callahan moved. Jabbour seconded, to not continiK the remainder of 1993 or all of <br />1994 to participate in the milfoil project and request that the LMCD return the 1992 payment <br />and the 1993 portion, deducting the amount the City may owe for dues. <br />Discussion ensued regarding the LMCD request for contributions to harvest milfoil. Jabbour <br />stated he would like to see all the payments made to LMCD for milfoil harvesting be <br />returned back to 1990. Goe«en moved to amend the motion to request return of the <br />payments since 1990; Maycw Callahan accepted the amendment. <br />Hurr commented that she would like to see some figures before making the decision to retain <br />the dues. Discussion ensued regarding application of the contribution funds against the <br />amount of dues owed to the LMCD. Moorse stated he would obtain the figures for the <br />Council. <br />Mayor Callahan moved, Goetten seconded, to request the LMCD to return all payments since <br />1990 deducting any amount owed for 1993 and the first quarter of 1994 dues. Ayes 4 nays <br />0. <br />B. LEGAL SERVICES BOILING <br />Mayor Callahan recommended that payment be made equalling one-half the amount of the <br />invoice. Mayor Callahan moved, Goetten seconded, that City Administrator Ron Moorse be <br />directed to pay one-half the amount of the invoice. Ayes 4, nays 0. <br />Jabbour asked that the Council be kept involved in monitoring the LMCD as they have been <br />in the past. He also felt that the Council should be aware that the LMCD and the Hennepin <br />County Sheriff s Department were not on the best of terms, which could impact their <br />effectiveness within the community. He requested that Mayor Callahan write a letter <br />summarizing the City’s concern about how to manage the lake, and requested that priority be <br />given to enforcement for BWl, water patrol, etc. and not spend a lot of time attending <br />unnecessary meetings. He also felt that they should let the Sheriff know that they are doing <br />a good job and noted that they would be on television on Re.'-' ue 911 on December 14th. <br />I
