Staff would note that a bree that overhangs that area is also in the 0 —75' zone and must not be resioved to accomodate th»t railing. <br />Staff Reco—e nd ation <br />Given the proposed net decrease in overall hardcover on the property of 518 <br />s.f., the proposed bay window, chimney and roofed entryway (all of which <br />®te over existing hardcover areas) would not add a significant amount of <br />detrimental hard surface to the property. Those additions do ac'i somewhat <br />to the perceived bulk of the house in the 0-75' zone, hence that factor <br />should be taken into account while considering your recommendation. The <br />more significant issues would seem to be the magnitude of existing <br />hardcover on the property, the effect the proposed driveway change will <br />have on drainage and it's necessitation of removing a significant tree from <br />the property. On this property there is so much structure so near the <br />shoreline that it may be appropriate to request that certain portions of <br />that structure and much of the hard surface on the property be removed or <br />relocated. Based on the above, staff would recommend approval of the <br />proposed setback and hardcover variances, only under the following <br />conditions: <br />1. Applicant shall submit a detailed grading and drainage plan <br />showing existing and proposed contours for the yard areas that are now <br />or will become driveway, such plan to be approved by the city <br />engineer. <br />2. Applicant shall remove the areas of existing blacktop dr'.veway as <br />shown and shall construct only the driveway and adrtlonal sidewalks as <br />shown on the site plan appearing in the exhibits. <br />3. Applicant shall remove the landscaped rock/plastic/timber area <br />currently located adjacent to the existing driveway, and this area <br />shall revert to grass. <br />4. Applicant shall remove plastic from all other decorative rock <br />beds on the property. Such plastic may be replaced with a porous <br />geotechnical fabric to reduce weed growth. <br />5. Applicant shall remove plastic from below the sandbox area where <br />the trampoline is located, and may replace that plastic with a porous <br />geotechnical fabric if they so desire. <br />6.
