The upstrean <br />watershed has been calculated by staff at about 17 acres# the runoff <br />fron which is apparently very rapid due to steeper slopes upstreae. <br />After flowing through the culvert under Old Crystal Bay Road the <br />watershed flattens out in Dougan's backyard# which is not a designated <br />wetland and which, prior to construction of the White Oak Circle <br />developnent# was cropland. There apparently exist somo old <br />agricultural tiles which drain Dougan's backyard further to the east# <br />and staff has surmised that these tiles# although not located# may be <br />near the surface. In a heavy rainfall# Dougan's backyard fills up to <br />as much as 12-18" deep with water# then in a period of 12 to 48 hours <br />it disappears without a clear overland channelization. We do know <br />that when the water gets high enough it flows eastward through <br />neighbor Marier's backyard and then southeast toward the cul-de-sac, <br />but there must be some underground tiling that removes the ponded <br />areas quickly. <br />Dougan's drainfield is in a relatively low area west of the <br />house, and is adversely affected by the runoff ponding near it. The <br />proposal is to create a pond for storage near the culvert# then uso <br />the spoils to fill near the drainfield and create a swale to <br />channelize the water past the drainfield. <br />P-' <br />% <br />•■■Si'
