Cou::ci leenber Callahan, present at the Planning Costnirsion Beating, requested that staff investigate the work whic. was previously done upstream to determine what effect that might have had on the current runoff situation. Staff would note the following} 1. There is a culvert under White Oak Circle just east of the intersection with Old Crystal Bay Road. This culvert drains approximately 1 acre of the property at 2790 White Oak Circle. Thia would appear to be an Inaignlfleant addition to the overall flow through Dougan'a property, and will not be affected by Dougan'a project. 2. On the west aid-» of Old Crystal Bay Road, some grading work was done a '' ^w years ago on the Lawton property at 425 Old Crystal Bay Road. Although no permit was ever issued by the Building t Zoning Department for this work. Public Works Coordinator John Gerhardaon notes that this work was done by the property o%fner to clear the existing drainageway which had gradually filled in behind the driveway culvert over the years, causing culvert freeze up and and ponding problems on the Lawton property. According to John, there was no significant change in grades at this location. Our ttirphoto base maps, taken in about 1970 (prior to the creation of White Oak Circle), do show mowed .’awn area on either side of the Lawton driveway, which apparently gradually became too wet to mow as the culvert filled in until the property owners re-cleared the drainageway. The only apparent difference between 1970 and today is the 1' deep, 2' wide channel now existing on the Lawton property, where our airphotos show it may have been an unchannelized flow previously. This m.ay have some effect on the velocity of water reaching Dougan'a property by moving it onto Dougan's faster than it did previously. •"‘.A ■i'®' 1 ..
