S 11.31 <br />C. Lot Drainage. Lots shall be graded so as to <br />provide positive drainage away from all buildings and individual <br />lot drainage shall be coordinated with the general storm drainage <br />pattern for the area. Drainage shall be designed so as to avoid <br />concentration of storm drainage water from each lot to adjacent <br />lots. <br />Subd. 7. Debris and Waste. No cut trees, timber, <br />debris, earth, rocks, stones, soil, junk, rubbish, or other waste <br />materials of any kind shall be buried in any land, or left or <br />deposited on any lot or street at the time of the issuance of a <br />certificate of occupancy on a subdivision, nor shall any be left or <br />deposited in any area of the subdivision at the time of expiration <br />of the performance bond or dedication of public improvements, <br />whichever is sooner. <br />Subd. 8. Waterbodies and Watercourses. If a tract being <br />subdivided contains a body of water, marsh, wetlands, etc., or a <br />portion thereof, lot lines shall be so drawn as to distribute the <br />entire ownership of those areas among the fee owners of adjacent <br />lots. The Council may approve an alternative plan whereby the <br />ownership of and responsibility for safe maintenance of those areas <br />is so placed that it will not become the City's responsibility. <br />Where a watercourse separates the buildable area of a lot from the <br />street by which it has access, provisions shall be made for <br />installation of a culvert or other structure, of design approved by <br />the City. <br />Subd. 9. Performance Bond to Include Lot Improvement. <br />The performance bond shall include an amount to guarantee <br />completion of a31 requirements contained in this Section including, <br />but not limited to, soil preservation, final grading, lot drainage, <br />lawn-grass seeding, removal of debris and waste, fencing, and all <br />other lot improvements required by the City. <br />SBC. 11.32. ROADS. <br />Subd. 1. Off-Site Premises; Roadways. <br />A. Access to Improved Public or Private Roadways. <br />No subdivision shall be approved unless the area to be subdivided <br />shall have adequate access from an existing publicly dedicated and <br />opened roadway or on a private roadway open to travel or vehicular <br />use pursuant to an easement between persons or between persons and <br />the City. Such roadway must be suitably improved as required by <br />the City, the State of Minnesota or Hennepin County. In the event <br />tb^ public roadway including but not limited to existing bridges, <br />drainage structures, lighting, shoulders, base, pavement, alignment <br />or site distance, is not suitable to handle the proposed additional <br />vehicular traffic from the subdivision, the subdivider at his <br />expense will be responsible for first improving the public roadway <br />to a standard acceptable to the City, to insure that the health. <br />ORONO CC 456 (4-1-84)
