Bernhardson, City Administrato <br />Date:October 16, 1989 <br />Subject: Extension of Private or Piiblic Road <br />Attachaent - <br />A - Public/Private Roads Memo dated 8/21/89 <br />B - Map of Area <br />Issue - <br />In relation to an upcoming subdivision determine the level <br />of Council interest to utilize City powers to extend a private <br />road to serve a plat further north. <br />Introduction - <br />Attachment A was transmitted to Council at a time when a <br />subdivision was being reviewed at the Planning Commission and <br />expected to go to the Council. There was no discussion on the <br />matter at the time. The person doing the subdividing has now <br />acquired additional property from the original o%mer and will be <br />submitting a modified subdivision to the November 20, 1989 <br />Planning Commission meeting. Access to this property can either <br />be by an east/west corridor-driveway or a private road outlot to <br />the south. Efforts have been made to limit curb cuts on Old <br />Crystal Bay Road. Directing traffic down to Watertown Road via a <br />street to the rear would be the preferable approach. <br />Discussion - <br />Currently Wear Lane to the south of this property is a cul- <br />de-sac private road over which the City has a road and utility <br />easement. Last year the subdivider approached the original <br />developer of these lots and was quoted a price of $20,000 per lot <br />for access over the private road. (Subsequent to that 3 of the 6 <br />lots on the property have been sold to other parties. They may <br />be more willing to agree to the extension in order to have more <br />people share the cost of maintenance.) As noted in the <br />attorney's opinion of Attachment A, the City does have some <br />alternatives to be exercised in relation to this extension if <br />that is the direction it desires to go. <br />Alternatives - <br />1.Direct the subdivider to work with the members of the <br />Homeowners' Association to see if an extension is agreeable. <br />2.Allow a person to extend the private road onto their <br />property from the existing cul-de-sac and allow passage over <br />it through the following:
