It is not clear from the Developer's Revised Plat whether the lots oordering Leaf Street and Fox Street will <br />have direct access to these streets. We would like the <br />Developer to clarify that double access will not be permitted, <br />and that no variances will be sought for double access. The <br />lots should derive access exclusively from the proposed <br />arterial roadway. <br />2. To insure that all state and federal laws are complied <br />with, the City should require the Developer to indicate whether <br />any of the ponds and low areas located on the Proposed <br />Development come within the jurisdiction of the Minnesota <br />Department of Natural Resources, the United States Department <br />of Fish and Wildlife, or the Army Corp of Engineers. <br />3. We note that Lake Minnetonka 15> 3 to 4 feet below <br />Its normal level. It is reasonable to assume that this has <br />an effect on the water level of the ponds 2uid low areas located <br />on the Proposed Development. The City should ascertain that <br />the Developer's Revised Plat takes account of the current <br />low water level. <br />4. The Developer should, as required, provide the City <br />with a Storm Water Management Plan and a Soil Erosion Control <br />Plan. Since runoff to Lake Minneconka flows through the <br />property of one of us, we would like to review these plans <br />as soon as they are submitted to the Planning Commission. <br />5. On-site septic testxng should be completed to the <br />Planning Commission's satisfaction on each of the proposed <br />lots. <br />6. The Developer should provide the City with a <br />vegetation map, indicating the location of existing shade <br />trees and proposed buffer trees. The City should insist on <br />the reasonable preservation of all existing trees, and should <br />require, in addition to landscape buffering, that new shade <br />trees be planted in the open areas of the Proposed Development. <br />SiSsi
