The applicants are requesting approval for a permanent dock that <br />crosses a lakeshore border wetland in order to reach a seasonable dock <br />on the shore of Stubbs Bay. The conditional use permit is required <br />because the proposed dock is 6* in width and extends approximately 70* <br />in length within the 0-75* setback zone above the 929.4 shoreline <br />contour. <br />2.The apparent need for the permanent dock section, which in total is <br />about 175* long, is to provide reasonable walking access across the <br />wetland area which extends to approximately the 931 contour. The <br />proposed pathway shown winding uphill towards the house is intended to <br />be a natural pathway, either grass covered or covered in wood chips <br />where grass will not grow. None of that area is Intended to be <br />hardcover. <br />3.In the 0-75* zone, there is no existing hardcover. The 429 s.f. of <br />hardcover that will be added by construction of this permanent dock <br />will amount to approximately 1.8% hardcover in the 0-75* zone. <br />Additionally, staff would note that there is virtually no hardcover in <br />the 75-250* zone on this property. <br />Discussion - <br />City Engineer Glenn Cook has reviewed the plan provided, and finds <br />that the proposed permanent dock and associated hardcover will have no <br />significant impact on the run-off quantity or quality. He did note that <br />care should be taken to construct the dock at an elevation above the normal <br />high water level to avoid the potential of obstructing any run-off water. <br />The plan indicates no excavation or grade changes associated with this <br />structure.
