It is doubtful whether the four lots will be realized in this <br />area based on the location of the natural wetlands and the need to fill for roads and four building <br />pads. The City will also require the platting of drainage and utility easements along the <br />perimeters of each of the residential lots. <br />Summary Comments <br />The location of the wetlands throughout the property will result in the loss of units. Staff <br />cannot recommend the filling of a natural wetland nor should we allow variances to the 26’ <br />setback. The real issue for the City will be if it allows the filling of protected wetlands and the <br />mitigation of these wetlands. The random location of these wetlands creates a major hardship <br />for this applicant. If replacement resulted in an upgraded improved wetland over one that has <br />been altered over the years, this may be beneficial for the City and something to consider. The <br />City cannot allow four units to be served by a private drive. Applicant will have to amend road <br />layout. <br />If applicant files a formal plan, the City will expect to see a landscape plan providing for <br />landscape buffering within the open space outlots at 'he north and along the east. The City is <br />already in receipt of a sample of the covenants used in a fonner Lundgren project and will be <br />available at your meeting for review. It is staff's understanding that members will be contacted <br />this weekend to determine if members wish assistance or guidance with the site inspection of the <br />property. <br />a
