The Planning Commission recommended denial of Hennepin <br />County's request for an additional 7' of right-of-way along <br />County Road 84/Bayside Road, finding that the relatively low <br />amount of traffic on County Road 84 would not support the <br />need for additional right-of-way. <br />4, Applicant shall grant a conservation and flowage <br />easement over the wetland in Lot 1 and in the outlot parcel. <br />5. Appropriate drainage and utility easements along all <br />property lines shall be granted on the plat drawings. <br />6. The parcel with the existing residence shall be known as <br />"Lot 1". The remaining parcel shall be designated as <br />"Outlot A", with the stipulation that no residential <br />construction may occur on Outlot A until Outlot A is <br />developed. This stipulation is recommended in order that a <br />comprehensive development of Outlot A and the neighboring <br />properties can be effectuated at the appropriate development <br />stages, thus avoiding a piecemeal, one-lot-at-a-time type <br />development. A further stipulaton for Outlot A should be <br />that all future development in Outlot A must be served by <br />interior roadways. <br />7. The Planning Commission acknowledges that the north line <br />of proposed Lot 1 will have to be moved an additional <br />distance northward to maintain the 2 dry buildable acres <br />required for Lot 1, as a result of dedication of additional <br />right-of-way for County Road 19. The Planning Commission <br />recommends approval of such a revision "sight unseen," and <br />notes that the front setback for the existing house will <br />then become 83', meeting the minimum 50' setback requirement <br />of the RR-IB zoning district. <br />Staff Rec(>ndation - <br />Staff recommends approval per the above conditions. A <br />resolution for preliminary plat approval is attached for Council <br />review. <br />'CD
