The MUSA line is a boundary established by local <br />governments and Metropolitan Council to define those areas which are <br />or will be served by the metropolitan sewer system. <br />In 1980 Orono defined its MUSA boundary to include only those <br />areas currently sewered. Subsequent amendments to the MUSA boundary <br />were approved by the Met Council after construction of the MinnetonJca <br />Bluffs, West Ferndale/Marinas/Orono Lane, and Crystal Bay sewer <br />projects. <br />While the City in the past treated such MUSA amendments as an <br />after-the-fact housekeeping process, the Met Council is indicating <br />that Stubbs Bay and all future MUSA amendments must occur before sewer <br />construction. The Metro Waste Control Commission, which has <br />jurisdiction over the Metropolitan sewer mains which serve Orono, <br />indicated they would not grant approval to the MPCA to issue Stubbs <br />Bay or future sewer project permits until a MUSA line amendment was <br />approved by the Met Council. <br />Because of the immediacy of the Stubbs Bay project, staff <br />provided Metropolitan Council with all the information needed to <br />process the Stubbs Bay MUSA boundary revision, and the Met Council <br />granted approval of this amendment on July 23rd subject to the City's <br />completion of the public hearing process. This amendment will be <br />presented for adoption by the City Council at their August 10th <br />meeting. <br />ifii'#rv-Trr
