Ihe addition <br />including the upper level deck w ill not exparal beyond the existing lower level single stor>- trame <br />residence. <br />The second story will eiKroach the average lakeshore setback line by 10 . <br />Exhibits E-l-4, note the adjacent owners have been advised of the proposed improvement. The <br />City has received no negative comments from the two residences receiving most impact^ Staff <br />inspected the lakeview windows of the adjacent residences and found the second story addition <br />would have a negligible impact upon the lake views of both residences. Note the .0 wide <br />structure has been placed to the middle of the 50 ’ wide lot. No side setback variance would be <br />required. No additional hardcover improvements are proposed with the application. <br />As applicant ’s addendum notes. Exhibit B, staff reviewed applicant ’s need for additional <br />living space and advised that because of the size of the lot and the obvious excess ot hardcover <br />that the only other means available for expansion would be vertical. Applicant has not advised <br />in the information submitted with application whether the existing foundation can sustain a <br />second story. Applicant should advise at our meeting. <br />Statement of Hardships <br />Please review applicant ’s addendum. E.xhibit B. Staff would add the following: <br />The lots in the Concordia neighborhotxl were developed prior to zoning standards for <br />residential development. Two-thirds of the residence struemre is located within the <br />lakeshore protected area. <br />Issues for Consideration <br />1.Hardcover in the 0-75’ setback area is 28% and in the 75-250’ at 33% .... will hardcover <br />removals be required as a condition ot the variance approval? <br />2. Other issues raised by the Planning Commission. <br />J
