Shortly <br />after that meeting, the applicant had a conversation with Jeanne Mabi sth at which time he noted <br />that he planned to attend the September 19th meeting and would be submitting a written request <br />(as yet not received) regarding future hardcover allowances for the properties. As of this <br />writing, applicant has not signed the application or paid the required fee, as noted in Exhibit A <br />attached. <br />Hennepin County DOT in the letter of August 12th agrees with the access locations designated <br />by Jeanne Mabusth in the previous staff memo. Henn/DOT also requests dedication of an <br />additional T of right-of-way along Shoreline Drive, increasing their right-of-way to 40 ’ from <br />the center line. This dedication would be consistent with the City’s approval of the plat of <br />Navarro (the twin homes on Livingston and Lyric west of the water tower) in 1982, but <br />inconsistent w ith the 1980 Comprehensive Plan which lists this section of Shoreline Drive as a <br />"collecior" which requires only a 66’ right-of-way. Requiring applicant to dedicate that extra <br />7’ would have a significant impact on buildable area, especially for Lot 1. Staff is inclined to <br />follow the Comprehensive Plan and recommend denial of the County ’s request for 7’ of right-of- <br />way. <br />Staff Recommendation <br />Staff recommends approval per the recommendation on page 4 of the August Sth memo. <br />Additional information provided by the property owner at the meeting should also be taken into <br />consideration.
