FILE #LA22-000059 <br />16 Oct 2023 <br />Page 2of3 <br />The property owner intends to maintain their existing residence and improvements on proposed Lot 1. <br />Development of Lot 2 has not been proposed at this time. <br />PRELIMINARY PLAT REVIEW <br />General Site Characteristics <br />This site is within the rural residential area on the edge of the Orono boundary with Long Lake on the north and <br />wooded rural properties on the south. Currently, the property has a single-family home and 3 accessory buildings <br />and an in -ground swimming pool. <br />EXISTING LOT AREA <br />Total Property: <br />±4.66 acres excluding the road (±5.13 acres total) <br />- 2245 Watertown Road (house lot) <br />±2.86 acres <br />- Watertown Road right-of-way (33') <br />±0.47 acre <br />- PID 03-117-23-22-0001 <br />±0.17 acre <br />- PID 03-117-23-22-0002 <br />±0.85 acre <br />- PID 03-117-23-22-0022 (Outlot B) <br />±0.1 acre <br />- PID 03-117-23-22-0021 (Outlot A) <br />±0.69 acre <br />PROPOSED <br />LOT AREA <br />Lot 1 (2245 Watertown Road) - Red <br />±2.31 acres <br />Lot 2 - Blue <br />±2.35 acres <br />Note, the plat includes a dedication of 33-feet of right-of-way to Hennepin County for Watertown Road, shown in <br />yellow on the map on page 1. <br />Conformity with RR-113 Zoning District Standards <br />The property is zoned RR-113 One Family Rural Residential (requiring a minimum lot size of 2.0 acres). The drainage <br />creek on the property is located within a required yard area, it is not a DNR protected tributary, and does not <br />impact available buildable areas of either lot. The property is not located within the Metropolitan Urban Service <br />Area (MUSA); the properties will be served by private onsite septic systems. The existing home on the property is <br />located within required 50-foot front yard setback and is nonconforming with respect to the setback. The other <br />accessory buildings and structures are located in conforming areas. <br />Utilities <br />The properties are proposed to be served by private onsite septic systems and private water supply wells. The <br />applicant has provided septic system designs for each lot meeting the minimum standards. A full review of the <br />septic system designs will be conducted at the time of building permit. <br />Drainage and Utility Easements <br />The City requires standard perimeter drainage and utility easements around all property boundaries on the Plat. <br />The Commission should consider a drainage easement over the drainage creek. The easements are not shown on <br />the proposed preliminary plat drawing; the Final Plat must meet the City's standards. <br />Additionally, in the future, Drainage and Utility Easements should be required over any stormwater facilities that <br />are required by the Minnehaha Creek Watershed District. <br />City Engineer Comments <br />The City's Engineer has reviewed the plans for the preliminary plat and the applicant's request for city resources. <br />There were no substantive comments regarding the plat; however, the following should be referenced by the City <br />
