c) A conditional use permit shall be required for retaining walls subject to the <br />following. <br />1. All walls within a defined bluff and bluff setback; and/or <br />2. Replacement walls 4 feet in height _ or greater; and/or <br />3. Any new wall; <br />4. New and replacement walls must be: <br />i. Designed to correct an established erosion problem <br />ii. Suitable given the demonstrated need <br />iii. Designed by a registered engineer or landscape architect, <br />depending on project scope <br />iv. Designed to be the minimum size necessary to control the erosion <br />rop blem <br />SECTION 4.
