PRB-1 requires the city <br />reasonably to accommodate Pentel's needs as an amateur radio <br />operator; what is allowed is the ••minimum practicable regulation <br />[necessary] to accomplish the local authority's legitimate <br />purpose." PRB-1 5 25. The District Court's grant of summary <br />judgment to the city is reversed, and the case is remanded to the <br />District Court for the entry of summary judgment in favor of <br />Pentel.
