This application is regarding variances to support redevelopment of the property. <br /> <br />2. MN§15.99 Application Deadline. The application was received on August 23, 2023 and <br />considered to be complete on September 1, 2023. Therefore the 60-Day review period expires on October <br />31, 2023. <br /> <br />3. Background/ Summary. The applicant is requesting variances in order to construct a new home on <br />a narrow lakeshore lot. The new home is proposed to meet all of the required setbacks. The lakeside patio <br />and portions of the pergola are recapturing the footprint from the existing home within the average <br />lakeshore setback and are not considered to be new encroachments. Variances for lot width, lot area, and <br />hardcover to exceed 25% are requested. <br /> <br />4. Variance Description. The property is nonconforming with respect to area and width. The request <br />for the hardcover variance results in the property’s inability to conform to all of the lot of record <br />administrative approval standards. Therefore, lot area and lot width variances are also required in order to <br />redevelop the property. The applicant is proposing 35.5% hardcover where 44.4% currently exists. This is <br />a reduction of the overall hardcover by 1,126 square feet (an 8.9% reduction from the existing level). <br /> <br />5. Planning Commission Vote and Comment. On September 18th, the Planning Commission held a <br />public hearing. The Commission discussed the proposed project including the reduction in hardcover as a <br />significant improvement. Following the public hearing, the Planning Commission voted 6 to 0 on a <br />motion for approval as applied. The draft minutes are not yet available at the time of this writing. The <br />meeting discussion from the September 18th meeting can be viewed on the City’s website. <br /> <br />6. Public Comment. Acknowledgement forms were received from the neighbors on either side and are <br />attached as Exhibit C. <br /> <br />7. Staff Recommendation.
