HOUSING JUNE, 1980 <br />5. <br />-^6. <br />•^7. <br />ORONO WILL ENCOURAGE DEVELOPERS TO PROVIDE A VARIETY OF HOUSING TYPES <br />AND COST RANGES. Whenever a multiple family or clustered housing <br />development is proposed, Orono will actively encourage setting aside <br />a reasonable number of units for large families and/or for low and <br />moderate income families. Orono will participate and assist developers <br />in applications for loan guarantees or other suitable forms of housing <br />subsidy aids which may be available. Orono does not have suitable <br />land for extensive new development and therefore will not individually <br />pursue new construction subsidy programs. In addition. Or''"*"* is <br />philosophically opposed to regressive subsidy programs that lace <br />excessive burdens or debts on future taxpayers. Therefore, »^rono <br />will be extremely reluctant to participate in long term or open- <br />ended programs such as HUD Section 8. <br />ORONO WILL COOPERATE WITH NEIGHBORING CITIES TO FULFILL AREA-WIDE <br />HOUSING NEEDS. Most apparent is the need of many elderly Orono <br />residents who desire to live in the immediate area, but who cannot <br />find available elderly housing. Orono will actively participate <br />with nearby municipalities in pooling of quotas, allocations, bonding <br />capacity, subsidy dollars and/or staff expertise in order to work <br />toward jointly providing cost effective elderly housing at locations <br />that are near to home yet also convenient to necessary shopping, <br />transportation and medical facilities. <br />HOUSING CONSTRUCTION WILL BE SUBJECT TO UNIFORM STATE BUILDING CODE <br />REQUIREMENTS BUT WILL NOT BE BURDENED WITH UNNECESSARY ZONING <br />REQUIREMENTS. Orono does not intend to require arbitrary minimum <br />dwelling sizes or minimum amenity installations as these artificial <br />standards only drive-up the cost of housing while limiting the buyer’s <br />freedom of choice. Zoning standards for lot area and lot density will <br />be based strictly upon environmental concerns and public facilities <br />availability. Zoning performance standards will be based upon minimum <br />health and safety standards such as fire protection and open space <br />availability. State Building Code performance standards will be <br />enforced to ensure structurally sound, weather resistant buildings <br />providing adequate health and safety protection for the future <br />occupant and for the general public's welfare. <br />CMP 5~16
