VI. Non-Relaied Issues <br />A. Interim Strategy for the Reduction of Nonpoint Source Pollution <br />The City of Orono Community Management Plan was amended on October 25, <br />1993 via Resolution #3348 by adding language indicating NURP standards will be <br />applied to the design of new stormwjuer ponds, and indicating the City will apply <br />MPCA’s "Best Management Practices for Protecting Water Quality in Urban Areas" to <br />the review of proposed development. <br />On October 11, 1993 Resolution #3335 was adopted, indicating that the City will <br />implement the use of NURP standards and Best Management Practices via amendments <br />of the Subdivision and Zoning Codes no later than May 1 •, 1995. This date coincided <br />with the Minnehaha Creek Watershed District’s 2-ye;r timeframe for local water <br />management plan adoption (MCWD Plan, Section VII, ’M9, Subsection C-3) per State <br />stamtes 103B.235 Subd. 1(a). <br />It was and is the City’s intent to incorporate NURP standards and BMP’s via ordinance <br />as part of the comprehensive local water management plan implementation when that plan <br />is adopted. <br />The City of Orono has not commenced with preparation of a local water management plan <br />for the following reasons: <br />1. <br />2 (TO BE ADDED WHEN DEFINED) <br />3. <br />4. <br />Because a comprehensive local water management plan cannot be completed within a <br />timeframe coincident with Orono ’s need for certain facets of this proposed MUSA <br />amendment, the City’s options for complying with the ’’Interim Strategy" requirements <br />include: <br />1. Request a further delay of Met Council imposition of the "Interim Strategy" <br />requirement OR <br />2. Incorporate (by ordinance) the NURP standards and BMP’s into Orono ’s <br />existing stormwater management controls which are contained in the <br />following code sections: <br />10.03 Subd. 19/20/21 (Filling & Grading) <br />10.52 Subd. 4 (Hwy 12 Corridor) <br />10.53 Subd. 8(A)(4d):8,10 (Hwy 12 PUD) <br />10.55 Subd. 11 (Floodway, Flood Fringe)
