1 <br />HQUS1N6;JUNE, 1980 <br />RURAL HOUSING PQLTCTF9 <br />1.HOUSING IN RURAL ORONO WILL BE LIMITED TO SINGLE FAMILY HOMES AT <br />ESTABLISHED RURAL DENSITIES. Orono’s Land Use <br />Plan for an ultimate rural density of one dwelling <br />per seven acres on minimum lot sizes of 2 to 5 <br />dry-buildable acres each. This density is consistent <br />with the City's environmental protection commitment <br />and is consistent with the overall Goal of preserving <br />the historic rural character of the area. Because of <br />this preferred use, and because there is no provision <br />for any municipal sewer, water or other urban services, <br />multi-family development or any densely clustered <br />residential development will not be appropriate for <br />rural Orono. <br />2.THE CITY WILL PROMOTE REHABILITATION OF EXISTING OLDER OR SUBSTANDARD <br />RURAL HOMES. Rural Orono contains a significant <br />number of older homes, which also require repair, <br />energy conservation measures or major rehabilitation. <br />These rural owners also require the same type of <br />assistance often reserved for urban areas. Th*. ^ r , <br />the City will promote private and subsidized public <br />rehabilitation efforts in both urban and rural housing <br />improvements programs. <br />rHOUSING IMPROVEMENT PLAN <br />Orono's Housing Improvement Plan is a set of implementation policies <br />designed to achieve the above stated Housing Goals and Planning Policies. <br />As has been indicated, the dominant land use in the City of Orono is <br />primarily that of single-family residential homes. There is very limited <br />industrial-commercial development or opportunities for employment and <br />shopping within the City. Orono residents have always relied on the <br />historic town centers in adjacent communities for shopping as well as <br />employment. The general lack of commercial and industrial development <br />and the limited availability of city services such as municipal sewer, <br />water and mass transit will limit the opportunities for, and make it <br />difficult, if possible at all, to provide opportunities for new subsidized <br />housing developments anywhere in Orono. On the other hand, there are <br />deteriorated and dilapidated housing units located throughout the City. <br />Most of Orono's urban dwellings have been upgraded from seasonal cabins <br />through either private or public rehabilitation programs.
