'■TiW' <br />i Acdon ContinuedRequest for C <br />page 3 of 3 <br />NoTcmber 22, 1995 <br />AssKanoit Hearing - Willow Drive Reconstruction Project <br />2.Improved access. The Willow Drive project is an integral pan of the reconstruction of <br />the Willow and Highway 12 intersection, which has substantially improved access to the <br />Otten property. Customers coming from the west and south can now conveniently access <br />the property from Willow Drive. Prior to the signalized intersection those people had <br />to take their chances with the almost continuous flow of traffic on Highway 12, in trying <br />to cross two lanes of traffic from the south or make a left turn from the west. <br />3.Increased traffic drawn to the Willow Drive intersection. The signalized intersection has <br />changed the character of the intersection from one that was avoided to one that now <br />draws traffic. A significant amount of traffic that formerly used the Old Crystal Bay <br />Road or Lake Drive signalized intersections now can use the Willow Drive intersection. <br />The Otten business benefits significantly by increased traffic flow which now is drawn <br />to the intersection where the business is located. <br />.Staff Recommendation cut <br />Although the proposed assessment is a large amount, it is a very small percentage of the total <br />value of the properties to be assessed. The new roadway that has been desij ned to serve the <br />level of traffic and type of vehicles generated by the adjacent properties, the improved access <br />to the site, and the increased traffic being drawn to the intersection all provide significant <br />benefits to the properties It is staffs recommendation that the Council adopt the proposed <br />assessments. <br />COUNCIL ACTION REQUESTED: <br />Motion to adopt the attached resolution adopting the assessment roll for the Willow Drive <br />improvement project.
