The total cost of the <br />project is $154,786.40. The two property owners directly adjacent to the project have been <br />notified that the city proposes to assess the two properties for 25% of the project costs. The <br />total amount to be assessed is $38,696.60. Each of the properties is proposed to be assessed <br />$19,348.30. <br />The hearing is an opportunity for the property owners to ask questions and provide comments <br />to the Council regarding the proposed assessments. <br />Hearing Process <br />1. Mayor opens the public hearing for the assessment hearing on the Willow Drive <br />Reconstruction Project. <br />2. Mayor confirms receipt of affidavit of publication. <br />3. Administrator explains the purpose of the public hearing. <br />4. Mayor asks for comments from the public. <br />5. After public has had an opportunity to speak - the Mayor closes the public hearing. <br />6. Discussion by Council. <br />7. Motion by Council. <br />Assessment Policy <br />The city has historically assessed the full costs of public improvement projects to the benefitting <br />property owners (i.e. sewer projects with have included the reconstruction of local streets as part <br />of the project). In recent years, due to coun rulings that have placed some limitations on the <br />amount of assessments, the city has assessed somewhat less than the full costs, with general <br />property taxes funding the remainder.
