Request for Council Action continued <br />page 2 of 3 <br />November 6, 1995 <br />Zonii^ File #2066 _____ <br />2.75-250' hardcover - reduce from 15.96% to 9.25% (25% allowed - no variance). <br />3.Construction of new roof structure in 0-75’ zone and within required 30' side <br />setback. <br />4.New garage addition 16’ from side lot line, 30’ required. <br />5.Carport area "bumpout ” approximately 19 ’ from side lot line. 30’ required. <br />6.Entryway area addition within 0-75’ zone. <br />7.Small triangular addition within 0-75’ zone. <br />8.Average setback encroachment of 13 ’ for new roof over existing house. <br />9.Lot coverage by structures of 15.37%, 15% allowed. <br />The applicants had originally proposed an additional story- above the e.xisting upper level. <br />However,Planning Commission indicated that that proposal was too ambitious and would <br />result in too much bulk and too high a structure located only 21' from the shoreline. <br />Planning Commission Recommendation <br />At their October 16th meeting, Platining Commission recommended approval of applicants ’ <br />revised proposal with the variances noted above, on a vote of 4-1. Planning Commission Chair <br />Peterson voted against the motion, noting that in his opinion the revised proposal still results <br />in too much structure for this 0.6 acre lot. <br />Discussion <br />Tlie need for numerous variances is due to the pre-existing location of this residence very near <br />the lakeshore. It was originally constructed in 1959, prior to current codes. <br />Removal of the existing residence and replacement with a home meeting setback requirements <br />would be difficult on this property due to the purported Indian mound between the County <br />Road and the shared driveway, and the existing septic system which takes up much of the yard <br />area southwest of the house. If sewer were to become a reality for this area, the likelihood <br />of constructing a new conforming residence would be much greater. However, absent sewer, <br />the existing septic system must be protected and applicants' proposal does not require changes <br />to the septic system.
