The original variances for lakeshore setback <br />and hardcover variances were granted by the City in September, 1994. The original proposal <br />dealt with a two-storv' addition and upper level lakeshore deck that would extend no closer to <br />the inland lagoon than the existing structure. Structural hardcover increases were to be offset <br />bv either the removal of plastic underliner beneath landscape areas or new structure placed over <br />existing hardcover improvement. <br />Hardcover facts have not been amended from the original proposal, staff can confimi that Mr. <br />Wasbere has removed all of the plastic underliner beneath landscaped :uea. It is the applicant's <br />intention to live in the residence to determine the kind of structural improvements they would <br />wish to build. The applicant has advised that their proposed improvement will not be as <br />ambitious as the one approved by the Ciw tor the former owner. <br />It is the intention of the Wasbergs to close off the existing access at North Shore Drive and <br />to access property via the driveway to the south that encroaches their property. Major paving <br />improvements will also be removed in the 75-250 ’ setback area. Applicant also proposes the <br />creation of a bemi and the planting of evergreens along the North Shore Drive lot line to <br />reduce visual and noise impact of the adjacent County road. <br />The Planninu Commission recommended unanimous approval ot the renewal variance <br />application, subject to the findings and conditions of the original resolution approved by the <br />Citv in 1994 (refer to Exhibit G). <br />COUNCIL .ACTION REQUESTED: <br />To either adopt or amend the enclosed approval resolution <br />I
