MINUTES OF THE REGULAR ORONO CTTV COUNCIL <br />MEETING HELD ON OCTOBER % 1995 <br />(Mayor/Couocil Rqx>rt - Continued) <br />Polaczyk said he also had a meeting with the Right-of-Way Manager and conducted a <br />field tour to revisit the right-of-way costs The right-of-way cost estimate has been <br />reduced from $100,000 to approximately $65,000 to $70,000 This does not include any <br />credit for the pond The reduction is due to the segment along the railroad track, which <br />is felt to be able to be acquired thru a clear zone easement. <br />Callahan asked if the Council agreed upon the range for the right-of-way costs, what step <br />would be taken next. Moorse said it would be recommended to the County to do the <br />next step in the design work. <br />Polaczyk said the Council adopted the resolution for the layout in May of 1995. The <br />County would like the Council to endorse the right-of-way costs and direct the County to <br />move forward with a detailed design. <br />Callahan noted that the costs were two to three times the amount the City has budgeted <br />for the right-of-way easements. <br />Jabbour said the resolution regarding the road project was contingent on the right-of-way <br />costs not being excessive The Council needs to determine if the projected costs are <br />excessive <br />Kelley asked if the City would receive money for the pond area acquisition. Jabbour said <br />the City would continue to own the property but it would be used as a pond and be a <br />mitigation area. <br />Polaczyk said he would meet with Gerhardson and the environmentalist to determine if <br />the area can be used for wetland mitigation. Any roadway affecting wetlands has to be <br />mitigated according to law Polaczvk said he was unsure how much wetland would be <br />impacted, and it would be the next step to determine this. <br />Callahan asked if the Council agreed to a certain right-of-way cost ceiling, would the <br />County be comfortable with moving ahead. Polaczvk said he was not comtbrtable with <br />lowering the cost for right-of way any ftmher as it is felt the projected costs have already <br />been fine tuned <br />Jabbour asked Polaczyk if the pond area was to be taken into consideration Polaczyk <br />said he was not well versed on this, and another field tour would be required. It was <br />questioned how much of the land could be converted to wetland since it was marshy to <br />begin with Kelley asked who would make the determination and would like to hold to <br />the S30.000 cost
