Can applicant inform us where that <br />pipe outlets? The City has generally discouraged and prohibited the use of <br />draintiles directing stormwater directly to the lake. More information on this tile <br />might be helpful in justifying its existence, especially in the context of its impact <br />on maintaining the slope stability. <br />A ponion of the slope in the 0-75’ zone just below the lawn south of the lake <br />stairs contains mulch underlain by weed tabric, which constitutes hardcover under <br />Orono ’s definition. The square footage of this has not been documented nor is <br />it identified on the materials submitted. <br />Staff Recommendation <br />Staff is skeptical that the proposed wall at the base of the slope will serve any slope <br />stabilizing purpose and is merely proposed to create a terraced area for beach at the shoreline, <br />leaving a wall that looks unnatural. However, there may be juslitication for some of the walls <br />at the top of the slope to help stabilize the lawn surface. <br />Plannine Commi.ssion is advised to consider the issues noted previously, and any <br />recommendation for approval should specify the hardships for granting the variance and CUP <br />for land alteration, specify which walls are approved and to what extent, and should require the <br />use of "Best Manacement Practices for Protecting Water Quality in Urban ,\reas" during the <br />land alteration process. Funher, Planning Commission may wish to address preservation of <br />existing large and small trees in the area of the proposed alterations, and consider w hether there <br />is any justification to allow the fabric hardcover to remain in place. <br />Isv tc:..
