Request for Council Action continued <br />page 2 of 3 <br />August 8, 1995 <br />Zoning FUc #2045 <br />Description of Request <br />Applicant proposes a 6.2’xl2’ addition to the northeast comer of the residence. It will be <br />located 8’ from the right-of-way of Count> Road 146. The existing residence is located 10.1 ’. <br />The proposed improvement includes the installation of an 8’ wide deck along the entire exterior <br />of the existing residence. The deck will have a root with a 2’ overhang. The deck with <br />overhang will be located 0 ’ from the County Road nght-of-way and 44.8’ from Willow Drive. <br />Improvements result in a structural coverage excess of 260.6 s.f. or i.3% (total stmctural <br />coverage is proposed at 16.3 <br />Review Exhibit I. note the majority of applicant’s east street yard is located within the right-of- <br />way of the county road. Staff will ask the Hennepin Department of Transportation to comment <br />on the request for a 0 lot line setback. <br />The house was constmeted prior to the adoption of zoning or building code standards. There <br />is no record of building permits being issued for additions to residence. The topographic map <br />shows the original driv^eway that accessed the property at the County Road. In 1994 applicant <br />installed the new detached garage with the relocated access drive at Willow. Note structural <br />coverage was not an issue at the time ot the issuance of that permit. <br />Statement of Hardship <br />Hardships are reviewed as follows: <br />1.Please refer to pAhibit A. applicant notes the substandard propeny is subject to <br />development standards for the 2 acre zoning district. <br />2.Location of house on odd shaped lot. <br />3.Lot is a comer lot and subject to three 50’ setbacks (side street, front street and <br />rear). <br />4.Only a corner of the covered deck would be located at the lot line. <br />Issues for Consideration <br />1 <br />1 <br />3. <br />Will members approve a structural coverage variance? <br />Will members approve any further encroachment of a substandard side street yard <br />(County Road 146).’----8’ setback for proposed principal structure addition at <br />northeast comer? <br />Other issues raised by Planning Commission.
