Scott <br />sent to Governor Carlson. Reading it brought to mind the f’rst <br />discussion of the Highway 12 project ve had back in 1992 at*th© <br />Minnesota club. <br />At that time I indicated that a discussion on the Highway 12 <br />corridor would not be rendered until early 1995. i also <br />explai.ned that to meet federal requirenente, each of the four <br />alternatives identified in the Draft Environnental Inpact <br />Statement (DEIS) would have to be studied and could not be <br />dropped prior to the selection of a "Preferred Alternative". <br />This selection would then trigger the start of work on the final <br />phase study (Final Environmental Impact Statement or equivalent) <br />which constitutes the last step in this mandated process, and is <br />the document ultimately reviewed for approval by the Federal <br />Highway Administration. Their sign off is a prerequisite to the <br />start of actual construction. <br />The estimate I made back in early '92 turned out to be a bit <br />opti.mistic. It now looks like I'll be able to announce a <br />preferred alternative for tnis project sometime in December. <br />Until that tine Mn/DOT cannot officially rule out any of the <br />alternatives, or give any legal representation of a particular <br />preference. <br />On the other hand, my informal opinion based on my current g’-aso <br />of the circumstances is that there is only the very remotest ^ <br />possibility that we would have to acquire Mr. Scott's property. <br />Wheelock, while this doesn't relieve the legal parameters we must <br />work within, I hope I've been able to shed some useful light on <br />the matter.
