Reading it brought to mind the f’rst discussion of the Highway 12 project ve had back in 1992 at*th© Minnesota club. At that time I indicated that a discussion on the Highway 12 corridor would not be rendered until early 1995. i also explai.ned that to meet federal requirenente, each of the four alternatives identified in the Draft Environnental Inpact Statement (DEIS) would have to be studied and could not be dropped prior to the selection of a "Preferred Alternative". This selection would then trigger the start of work on the final phase study (Final Environmental Impact Statement or equivalent) which constitutes the last step in this mandated process, and is the document ultimately reviewed for approval by the Federal Highway Administration. Their sign off is a prerequisite to the start of actual construction. The estimate I made back in early '92 turned out to be a bit opti.mistic. It now looks like I'll be able to announce a preferred alternative for tnis project sometime in December. Until that tine Mn/DOT cannot officially rule out any of the alternatives, or give any legal representation of a particular preference. On the other hand, my informal opinion based on my current g’-aso of the circumstances is that there is only the very remotest ^ possibility that we would have to acquire Mr. Scott's property. Wheelock, while this doesn't relieve the legal parameters we must work within, I hope I've been able to shed some useful light on the matter. Please feel free to share this letter with Mr Scott.
