Planning & Zoning Administrator Administrator Reviewed:Agenda Section: Zoning Item Description: Extend Moratorium - Approval of Preliminary Subdivisions Using Private Driveways Serving Three or More Residences Ordinance #138. 2nd Series, established a two month moratorium on the granting of preliminary subdivision approval or other permits and approval for private driveways which serve three or more residences. That moratorium expires September 11. 1995 unless it is extended by ordinance. The Council referred the matter to the Planning Commission to initiate a study regarding the implications of the current ordinances governing private driveways seiving three or more residences, and the potential need for amendments to the code to implement the results of the study. While the Planning Commission met to discuss this issue prior to the moratoriam. a study has not been completed and likely will not proceed until after the scheduled October 12th joint work session. Therefore it would be appropriate to extend the moratorium for an additional period of time. Staff would recommend a six month extension, to March 11, 1996 per the attached ordinance. COUNCIL ACTION REQUESTED: Adopt Ordinance #2nd Series, to extend the moratorium established in Ordinance #138, 2nd Series, prohibiting the granting of preliminaiy subdivision approval or other permits and approval for private driveways which serve three or more residences.
