Zoning File #2051 <br />August 16, 1995 <br />Page 2 <br />Description of Application <br />The propo‘^.‘d four lot subdivision was reviewed as a sketch plan at the July meeting of the <br />Planninn Commission. At the sketch plan review the access plan tor the division was approve <br />allc’viag for three lots to be served by the private road and Lot 4 containing the original <br />homc-tead. to continue to be served at Watertown Road curb cut. Review h.xhibits D and F. <br />Hilbelink's addendum notes the impact upon the property if road was to be placed along the east <br />'ot line rejulting in the loss of an extensive wooded area at the southeast comer ot property and <br />major impact of cutting a road into steeper elevations as one moves north along cast lot line^ <br />Review Exhibit F. staff has sketched a private road along the east line. Lots 1 through 4 of the <br />Peterman Addition become throueh lots along with three of the lots within this subdivision. A <br />through lot would require all property owners to obtain conditional use f^miits tor ‘^onstmction <br />of anv accessory structure on property. Lot 4 would now be surrounded by roadway on all three <br />sides’ The design of the access plan has not been contrived to meet lot area needs as there is <br />adequate are*, to support a road outlot along the east lot line. <br />Lot Configurations <br />As already noied above, all lots meet the lot statK'. t. ' RR-IB zoning district. Review <br />Exhibits U and N, Type 1 wetland has been locateu ‘ 4 and a small portion ot Lot 3. <br />The Citv will require a covenant to be filed in the chain o 'e of both properties alening future <br />propeny owners of their presence and need to comply v.m boih federal and smte regubtions. <br />Type 1 wetland consisting of Hamel and Glence^ soils is not a designated wetland of the Qty <br />of Gfono It is not a protected wetland of the DNR nor is it recorded as a potential wutland <br />within the National Wetland Inventory Survey. The area ot this Type 1 wetland is not deducted <br />from the dr>’ buildable area of Lots 3 and 4. <br />Septic <br />Review Exhibits I and J, septic tests confinn there is adequate and suitable soils to support five <br />bedroon, mound systems on all four lots. .Note they have been located on slopes at less tton <br />6% The code does not allow the installation ot mounds on slopes greater than 6/c. Kesiew <br />Exhibit N note septic svstems will receive no impact with placement of bike trail. The systems <br />will be 3.5* from trail. Septic sites on Lots 1, 2 and 3 must be staked betore any land alterations <br />are conducted tor bike trail, road outlot or drainage improvements. <br />Drainage <br />Once acain review Exhibit N. drainage from higher elevations 'o the north, speeilically. the road <br />outlot. wall he carried along the shared lot lines of Ixhs 2 and 3 to a retentton area Ktcatcd vvathm <br />Lots 3 and 4 Note drainage shall be treated before entering the protected wetland at the
