ChiisdaniQ has been around for o\er 20 years and has seen these issues surface in the <br />past <br />Chief Harrell discussed hb current invoivcmcnl in a Ph.D. program and a willingness to <br />incorporate die consolidation effort into his program of education. Harrell is willing to do <br />background research on other joint powers agencies and consolidation efforts around the country. <br />The tmplenieiit^ion of a merg er or consolidation process could be the subject of his dissertation if <br />that is die direction that the communities decide they want to go. There was some brief discussion <br />on poMibilities for transitional people from individual agencies to a joint powers agency. <br />The dtscusskin then briefly' tried to identity possible areas of current duplication with die three <br />agencies. The areas mentioned for further dbeu^ion were: <br />clerical <br />investigation <br />information sy stems (3) <br />vehicles <br />facilities <br />community' service otBccrs <br />pobce reserves. <br />Areas identified that would possibly benefit from one joint powers agency: <br />Information systems <br />.\nimal control <br />Community Service functions <br />Vehicles required <br />Facility requirement.s <br />Public access to servicc&'extended office hours <br />Canine <br />Training <br />Drug Ta.sk Force affiliation <br />Command Structure <br />Cov erage Issues Transport issues <br />Consistent Policy manuals <br />Contract & bargaining issues. <br />There was group discussion regarding the need to utilize officers in specific areas for community <br />identity needs and public relations. Each community maintains individual identity and has input <br />and representation through a pobce commission or governing board. <br />The issue was discussed regarding the possibility of maintaining individual departments with an <br />administrative head overseeing the three agencies. This would need furthcTr examination.
