The detention pond portion of the project includes enlarging two ponds <br />on the Lone Lake park land adjacent to the lake, e.xcavating a 2.5 acre two-stage pond facilit)' <br />in Orono south of County Road 6 on the Pierce property, and excavating a 6 acre pond facility <br />on Deer Hill Road in Medina. <br />The MCWD has worked out an agreement with Long Lake regarding both the ponds and the <br />prv)ject. They also have an agreement with the 'ierces regarding the 2.5 acre pond. They do <br />not at this time have an agreement regarding the pond in Medina. Although the agreement with <br />the Pierces includes a provision regarding a potential larger pond, the MCWD has made the <br />determination that the large pond will be located on the Deer Hill Road property in Medina and <br />not on the Pierce property. <br />The proposed schedule for the project includes the excavation ot the Long Lake pond and the <br />Deer Hill Road pond durinc the winter of 1Q95/T996. and the excavation of the pond on the <br />Pierce property in the winter of 1997/1998. The alum treatment of Long I.ake is planned for <br />the spring of 1996. <br />P.oiect Agreement , - ^ • <br />.A new draft of the cooperative agreement tor the project is attached tor Council review. <br />The draft is much simplirieJ from the original. The agreement includes two items under city <br />responsibilities that require additional discussion. One is the requirement for the city to prepare <br />i local management plan for the sub-watershed district served by the water quality project. The <br />acreement provides that the city will prepare the management within 120 days of receiving the <br />technical eneineerinu information regarding the project. Staff has indicated; first, that the L.0 <br />day period is too short and secondly, it is not clear how much time, effort and cost would be
