PROPOSED ORDINANCE AMENDMENT <br />ORDINANCE 0____, 2ND SERIES <br />AN ORDINANCE REGULATING DOMESTIC <br />ABUSE SHELTERS AS A CONDITIONAL USE <br />IN THE B-4 OmCE AND PROFESSIONAL BUSINESS DISTRICT <br />The City Council of Orono ordains as follows: <br />SECTION 1. Municipal Zoning Code Section 10.43, Subdivision 4, Conditiouai (^ses, is <br />hereby amended by adding Subdivision 4 (K) which shall read as follows. <br />"K. Domestic Abuse Shelters. The use of a structure for providing housing and other <br />services for victims of domestic abuse. Any such use shall meet all the following <br />requirements: <br />I.Location. <br />1. Structure shall be served by and be connected to municipal sewer, <br />2. <br />3. <br />The site shall access directly to an arterial or collector roadway <br />and shall not gain access via a local neighborhood street. <br />4. <br />5. <br />The site shall be within 500 feet of a public bus line to ensure that <br />public transportation is within reasonable walking distance of the <br />facility. <br />The site shall be within 500 feet of a retail shopping area in order <br />that the necessary services provided in such area be within <br />reasonable walking distance of the facility. <br />The site shall not be within one-half (‘/^) mile of another shelter, <br />to ensure that no individual neighborhood shall be required to <br />accommodate more than one such facility. <br />II. Site/Buildings. <br />I. <br />2. <br />Buildings and additions to existing buildings shall be consistent <br />with the character and scale of the neighborhood. Exterior <br />materials shall be compatible with surrounding properties. <br />An appropriate transition to neighboring properties shall be <br />provided via landscaping and site design consistent with City <br />ordinances and policies.
