Request for Council Action continued <br />page 3 <br />May 31, 1995 <br />Zoning File #1999_________________________________________________________ <br />Review Exhibits J, L and M. The Gustafson report notes that it is impossible to <br />determine the best plan for stabilizing the steep banks until the boathouse is removed. The City <br />Engineer did review the boathouse strucmre and noted that there were retaining walls to the rear <br />or land side of the boathouse. The applicant does not propose additional retaining walls but <br />merely to repair the existing ones to the stair side of the bank and to fill over the retaining walls <br />located to the inferior of the boathouse. <br />The Planning Commission advised the applicant that they could not provide specific <br />guidelines in their recommendation to the Council but noted that it is imperative that once the <br />boathouse is removed by the contractor that no work be completed until the Engineer has had <br />an oppormnity to inspect the site and then to comment on a feasible plan for restoration. The <br />Planning Commission noted conditions of approval would have to place limits on the scope of <br />any land alteration or filling within the lakeshore yard. <br />Planning Commission recommended unanimous approval of the variance application that <br />would allow filling to restore groundcover within the lakeshore yard and to stabilize the <br />disturbed areas where the boathouse is removed, subject to the following conditions: <br />1. Applicant to apply for a demolition pem:U lor the removal of the boathouse. It <br />shall be applicant’s responsibility to immediately contact the City Engineer to <br />inspect the area to determine most practical method for stabilization of the <br />lakeshore banks and groundcover. <br />2 Any filling within the lakeshore yard shall be limited to those filling activities <br />needed to provide more gentle, flatter slopes within the area of the boathouse. <br />No other areas in the lakeshore yard will be filled for the purpose of altermg <br />existing elevations. Filling in those areas will be limited to no more than the <br />necessary amount of fill that would allow groundcover to be restored to the area. <br />3, Applicant may place gravel or wood chips in restored area once occupied by <br />boathouse. No plastic underliner or geo-technic fabric will be allowed beneath <br />the surface of either the rock or wood chip fill. <br />The enclosed approval resolution has been drafted per the findings and conditions of the <br />Planning Commission recommendation. <br />COUNCIL ACTION RFOUESTED: <br />To either adopt or amend the enclosed approval resolution.
