Mabusth <br />Title Building & Zoning Administrator <br />Administrator Reviewed:Agenda Section: <br />Zoning <br />Item Description: #2019 Leisel Cox, 3445 Shoreline Drive - Conditional Use Permit- <br />Resolution <br />Brief Review of Application <br />Applicant proposes a Class I restaurant within the multi-use commercial building located <br />at 3445 Shoreline Drive. The street level of the building is currenUy occupied by a craft shop <br />at the west side. The larger retail area at the east side formally occupied by Champion Auto <br />remains vacant. The restaurant will occupy an approximate 1,000 s.f. area to the mid-pomt of <br />the building. <br />The Building staff has advised that bathrooms must be provided for both sexes. This will <br />amend the parking stall requirements as follows: <br />Total area = 1,071 s.f. (exclude bathroom and kitchen areas at 420 s.f.) <br />Adjusted area = 651 s.f. -e- 80 s.f. = 8.13 or 8 stalls (In the original application, 9 <br />stalls were required.) <br />Existing = 28 stalls (16 upper level, 12 lower level, refer to Exhibit G) <br />Mr. Keaveny, the owner of the property to the immediate east, has advised that there are <br />no formal shared parking agreements between the property owners. Based on ^ apparent <br />pattern of usage, clients or customers do not pay attention to the division in properties and park <br />on either site. This is also true for the lower level parking on both the Keaveny and Overson <br />properties. <br />As with the Freshwater Foundation application, the current proposal will involve no <br />greater demands upon the property to support the 30-seat Class I restaurant use. Members ^re <br />in complete support of the application finding that a restaurant use of this type was much needed <br />in Navarre. <br />Planning Commission Recommendation ^ u i <br />Planning Commission members recommended unanimous approval of the Class l <br />resiaurant to be installed at the property located at 3445 Shoreline Drive to be know as <br />Minrietonka Mud Coffee and Cafe finding there is adequate parking provided at die subject <br />property noting there v as additional area to the west to provide an expanded parking area if <br />needed. The enclosed approval resolution has been drafted per the findings and conditions of <br />the Planning Commission recommendation. <br />COUNCIL ACTION REQUESTED: <br />To either adopt or amend the enclosed approval resolution.
