REQUEST FOR COUNCIL ACTION
DATE
ITEM NO
\
%>
%
Department Approval:
Name Pon Moorse
Title City Administrator
Administrator Reviewed:Agenda Section:
City Adriinistrator ’s
Report
Item Description:
Closure of Old Beach Road
/
Attachments: 1.
2.
3.
Accident Information
April 24 Old Beach Road Memo
Resolution Approving the Closure of Old Beach Road
The City Council at its April 24 meeting held a public hearing to receive comments regarding
the proposed closure of Old Beach Road. After closing the public hearing the Council
considered the recommendation for closure and continued action regarding the closure to the
May 8th Council meeting.
Additional Information
During the public hearing a number of comments were received regarding accident information
and the safety of the 15/19 intersection. The following infomiation is provided to address those
comments.
1.Accident Information
The attached table shows accident information for the full years of 1993 and 1994 and
for the time period January to April of ’93, ’94 and ’95. The January to April time
frame reflects the period in 1995 during which Old Beach Road has been closed. The
information shows that left turning movements have not caused a large number of
accidents, either at the Old Beach Road intersections or at the intersectiori of 19 and 15.
The information also shows that moving the left turns to the 15 and 19 intersection by
closing Old Beach Road has not resulted in a safety problem at the intersection.
The 1993 accident information related to the intersection of 15 and 19 reflects accident
numbers significantly lower than those presented by a member of the public at the public
hearing. His accident numbers were significantly higher, probably because they included
all accidents that were within the grid zone used in the city ’s police records system, but
not all of these were at the intersection.
In 1993 there were no accidents involving left turns from west bound County Road 15
to south bound County Road 19. There were also no accidents involving left turns from
15 to Old Beach Road or from Old Beach Road to 19. In 1994 there were no accidents
relating to left turns from west bound 15 to southbound 19. There were six (6) accidents
