association ofmetropolitanmunicipalities <br />BULLETIN <br />Tlir CTYCF <br />I. “'‘'.O <br />m • <br />—■■ <br />4^ <br />DATE:AprU 18.1995 <br />TO:Legislative Contacts <br />FROM:AMM Staff <br />RE:Twin Cities Urban Summit II Update <br />APR 18 1995 <br />Approximately 30 metro mayors, administrators and councilmembers attended the Twin <br />Cities Urban Summit II at the AMM last week. A general invitation to the Summit was <br />extended to all AMM member city mayors, administrators and mayors. The Summit <br />attendees unanimously voted to endorse a Senate bi-panisan livable communities <br />proposal, which is enclosed. <br />However, in their discussion, the Summit attendees identified three concerm which should <br />be addressed clearly in this year’s legislation. These points were outlined in a letter sent to <br />the senators and other key legislators: <br />(1) The concept of clustering communities or “pooling** should be included. This can <br />provide affordable housing on a sub-regional basis and is advocated in the AMM Urban <br />Revitalization Repon and the Metropolitan Council Blueprint. <br />(2) An evaluation process should also be included. The Metropolitan Council should <br />conduct a review of the programs and levels of local, regional and state funding between <br />five and 10 years after the legislation takes effect <br />(3) The 1:1 first-class city replacement provision should be eliminated from current <br />law.
