MINUTES OF THE ORONO PLANNING COMMISSION WORK SESSION <br />^VEDNESDAY, JANUARY 5, 1994 <br />ROLL <br />The Orono Planning Commission met on the above date with the following members present. <br />Chair Charles Schroeder. Candy Rowlette, Dale Lindquist, Charles Nolan Jr., and Sandy Smith. <br />City staff was represented bv Budding & Zoning Administrator Jeanne Mabusth and Assistant <br />Planning & Zoning Administrator Michael Gaffron. Members of the public present were Gary- <br />DeSantis and Richard Anderson representing Sailors World; Mike Hilbelink. area realtor: - teve <br />Brown. 3262 North Shore Drive; Don Peterson. 3048 North Shore Drive; Bev Blomberg. alSO <br />North Shore Dnve; and Lee Fischbach. 3135 North Shore Drive. The meeting was called to <br />order at 5:20 p.m. <br />Chairman Schroeder welcomed the members of the public present, gave a brief overview of the <br />Committee’s work to date, and asked them to feel free to ask questions and provide input as the <br />discussions progressed. <br />Schroeder suggested the Planning Commission begin by reviewing the lists of pemined. <br />accessory and conditional uses generated at the last meeting, and attempt to reach some <br />conclusion as to whether or not specific uses are annropnate for the B-2 zone, and i <br />appropriate, are they in the correct use category. After brief discussion, the Plannmg <br />Commission concluded that the listed permitted uses, includmg rental of in-water boat s ips, <br />sales of boats, motors, trailers and manna accessories, repair and servicmg of boats, on-Ian <br />storage of boats in summer and winter, marine fuel sales, and bait and tishing tackle sales were <br />all reasonable and historically allowed uses in the B-2 zone, and each of the listed uses could <br />stand on its own as a primary use of a B-2 property. There was some discussion ^ <br />fact that sale of boats and boating equipment did not necessanly rely on bemg adjacent to a body <br />of water, but it was acknowledged that such use has long been an ^owed use in the current <br />code although specifically discouraged in the Comprehensive Plan. There was also discussion <br />regarding the appropriateness of boat storage, especially winter storage of boats but all <br />geLrally concurred that where problems with that use occur they should be addressed by <br />specific performance standards. <br />The Planning CommUsion then moved on to review the list of accessory uses. Gfffro" <br />that signs are an accessory use that is regulated elsewhere in the code, and Schroeder mdicated <br />that signs were certainlv a reasonable item for a commercial property if properly regulated. <br />Schroeder also noted that the requirement for boat head pump out is m the code and ^uch a ure. <br />coupled with a portable head dumping sution. is appropriate as an accessory use for this zone. <br />All concurred. <br />The new item listed, fishing tournaments, generated some public discussion. Bev Bloraberg <br />indicated that on occasion fishing tournaments were Mt a good neighbor, involving early <br />I^Lg activity such as engines revving and the Nauonal Anthem on a loudspeaker at 6:00 a.m. <br />1
