MN 55391 <br />TY'PE OF APPLICATION: Preliminarv' Subdivision <br />DATE OF MEETLNG: 01/18/94 VOTE: 7 FOR 0 AGAINST <br />Tte Planning Commission recommended tabling the application until the following issues <br />are resolved: <br />1. Impact on dowristream drainage areas. <br />2. Resolve of DNR’s concerns regarding adequacy of culvens under Luce Line to <br />handle increased runotl. DNR also questioned use of old railroad bed of Luce <br />Lirw functioning as dam and potential impact on existing detention areas adjacent <br />to trail. Mark Gronberg has sent drainage study to the DNR as requested. <br />Representatives of the DNR have also expressed concern with increased drainage <br />flowing into park area to the south of the Dickey property. <br />Staff plans to meet with DNR representatives to review the findings of their <br />hydrologist and their final recommendation concerning stormwater <br />treatment/management plan. <br />3. Minnehaha Creek Watershed District, local governmental unit responsible for <br />implementing Wetlands Conservation Act. to provide direction to City ccncerrdng <br />proposed plan tor mitigation of Type 1 wetlands to be filled. If stormwater <br />detention areas arc not to be considered appropriate mitigation area, then <br />applicants will be required to provide additional mitigation areas exclusive of <br />detention ponds. <br />General Comments on Subdivision <br />The On-Site Septic Manager will work with surveyor/engineer to resolve separation <br />setback ot five septic test areas and elevation of 100 year flood plain. The remaining lots of the <br />tirst phase have been found to have suitable area for on-site septic development. The Planning <br />Commission will recommend that Countryside Drive, a public road, remain as two cul-de-sac <br />roads. Property owners are to continue private maintenance of Countryside Drive until roadway <br />is a connected through road. All other cul-de-sac roads shall remain private. Back lot <br />configurations were approved on Coffin site. Surveyor shall amend preliminary plan to conform <br />to required building envelope for back lots. The Planning Commission approved the <br />encroachment of the 26' required setback from designated wetlands for the land alteratioas
