Zoning File #2085 <br />November 17,1995 <br />Page 7 <br />The DNR has provided a separate •'make readj- dock” awdy from the ramp <br />area as well as a boat beaching area, to assist in traffic flow at the ramp. <br />DNR proposes to do shoreline stabilization where necessary on the site. <br />The DNH has been proactive in dealing with Aicl conUmination cleanup at the <br />site as well as dealing appropriately with existing wells, foundation removal, <br />sewer line capping, etc. <br />The City has expressed concern as to the impact of this site on the neighboring <br />marinas. Note that the proposed access ramp will be approximately 200* west <br />of Lakeside Marina’s ramp area, therefore minimizing boat traffic conflicts. <br />The final issue addressed during previous reviews is operation and <br />maintenance of the site. DNR will be responsible for maintenance of this site, <br />although there is the possibility of an agreement with the County for certain <br />maintenance aspects. Note that it is the goal of the City that the Maxwell Bay <br />Access will relieve pressure on the North Arm Access and potentially eliminate <br />the amount of time spent by Orono Police on traffic control during peak use <br />periods. The City has also expressed concern that winter use of the site is not <br />intended, is potentially risky with the location near the channel and adjacent <br />marina which may "bubble" all wdnter. <br />Items for Consideration <br />1.Have all concerns of the public and Planning Commission regarding this access been <br />suitablv addressed? <br />2.Are there specific issues which the DNR should address before presenting this proposal <br />to the Citv Council for final approval on December 11? <br />3.Are there specific site plan concerns in regard to any of the following major topics <br />discussed above: <br />Off-site traffic accommodation. <br />On-site traffic accommodation. <br />Landscaping. <br />Stormwater control. <br />Fishing pier. <br />Amenities. <br />Operation and maintenance. <br />Other.
