At the August Planning Commission meeting, Planning Commission had indicated a <br />reluctance to approve the boulder walls at the base of the slope, but indicated there may be some <br />Justification for the walls at the top of the slope to help stabilize the lawn surface. <br />Issues for Consideration <br />Has the applicant determined the function of the 5" draintile near the top ''f the <br />lakeshore stairway? <br />In the 0-75’ zone just below the lawn south of the lake stairs, there exists an area <br />of mulch underlain by weed-inhibiting fabric, which under Orono's definition is <br />hardcover. Should that fabric be allowed to remain as hardcover? If so, its squ^ <br />footage should be documented and variance granted. Applicant should provide <br />adequate justification for the fabric to remain in place, or should be required to <br />remove it. <br />The only existing hardcover in the 0-75’ zone is the 4 ’ x 40’ stairway and the <br />existing boulder lawn border constituting perhaps 30-40 s.f. of hardcover.
