The <br />Council reiterated its support for a project to clean up Long Lake, but suggested that ^s proj^t <br />could be done without a complicated agreement. The Council ^^S^ested ^^y portion of the <br />agreement is that which specifies the details of the project and how the MCWD will proceed to <br />accomplish the project. The CouncU suggested that all of the items beyond page 7 were <br />unrelated to the MCWD’s ability to accomplish the project, and so could be elumnated wi^out <br />affecting the accomplishment of the project. Comments regarding each of the sections unrelated <br />to the accomplishment of the project are as follows: <br />Section 3.2.1, The requirement regarding the preparation of a local water management <br />Dlan is redundant since, as the agreement indicates, this requiremem already exists in state <br />statute The requirement that cities submit their plans prior to the construction of the project <br />improvement changes the time line provided for the water management plan in state law. and <br />could very well unnecessarily delay the construction of the project. <br />Section 3.2.2. Several years ago the city agreed to provide a representative on a <br />information committee whose responsibUity was to disseminate information on a variety ot best <br />management practices. This prior agreement makes this language redundant. <br />Section 3 2.3. At the Council meeting Mayor Callahan indicated that prior discussions <br />concerning the project indicated that the MCWD would cover all costs for the first slx to ten <br />vears. There would then be discussions to determine the ongoing costs and who should pay ror <br />them. The MCWD has not provided information on the extent of the sediment remova cos . <br />Section 3.2.5.
