MN 55323 C355 February 22, 1995 Minnehaha Creek Watershed District 15500 Wayzata Boulevard Suite 617 Twelve Oaks Center Wayzata, Minnesota 55391 Dear MCWD Board; At its January 23rd meeting the Orono City Council discussed the draft cooperate agreement for the Long Lake Improvement Project and identified a number of concerns. The Council reiterated its support for a project to clean up Long Lake, but suggested that ^s proj^t could be done without a complicated agreement. The Council ^^S^ested ^^y portion of the agreement is that which specifies the details of the project and how the MCWD will proceed to accomplish the project. The CouncU suggested that all of the items beyond page 7 were unrelated to the MCWD’s ability to accomplish the project, and so could be elumnated wi^out affecting the accomplishment of the project. Comments regarding each of the sections unrelated to the accomplishment of the project are as follows: Section 3.2.1, The requirement regarding the preparation of a local water management Dlan is redundant since, as the agreement indicates, this requiremem already exists in state statute The requirement that cities submit their plans prior to the construction of the project improvement changes the time line provided for the water management plan in state law. and could very well unnecessarily delay the construction of the project. Section 3.2.2. Several years ago the city agreed to provide a representative on a information committee whose responsibUity was to disseminate information on a variety ot best management practices. This prior agreement makes this language redundant. Section 3 2.3. At the Council meeting Mayor Callahan indicated that prior discussions concerning the project indicated that the MCWD would cover all costs for the first slx to ten vears. There would then be discussions to determine the ongoing costs and who should pay ror them. The MCWD has not provided information on the extent of the sediment remova cos . Section 3.2.5.
