Applicant had applied for a conditional use permit for the restoration of a guest house on his property in the summer of 1994. He continued to work on the restoration of the shoreline of his property receiving pemiits from the Watershed District for installation of a sand blanket and rip rapping of eroding shoreline. He expanded the permit with the Watershed District to include the excavation of the pond in the street yard and was also advised to proceed with the permit process with the Coips of Engineers. Applicant had also been in contact with the City for the past year dealing with the flooding problems of Kelly Avenue and the proposed realignment of his driveway. Driveway improvements involve placing of berms and plantings within the unimproved portions
