Applicant had applied for a <br />conditional use permit for the restoration of a guest house on his property in the summer of <br />1994. He continued to work on the restoration of the shoreline of his property receiving pemiits <br />from the Watershed District for installation of a sand blanket and rip rapping of eroding <br />shoreline. He expanded the permit with the Watershed District to include the excavation of the <br />pond in the street yard and was also advised to proceed with the permit process with the Coips <br />of Engineers. Applicant had also been in contact with the City for the past year dealing with <br />the flooding problems of Kelly Avenue and the proposed realignment of his driveway. <br />Driveway improvements involve placing of berms and plantings within the unimproved portions
