3. General Responslbilitie* ■ Parties <br />3.1. MCWD <br />Tha MCWD shall be responsible for the design, construction, and technical <br />maintenance and operation of the stormwater treatment systems for the purpose of reducing <br />internal and external phosphorous loading into Long Lake. These systems shall consist of <br />sedimentation basins, deiention/rctention of runoff, stoimwater diversions, restoration of wet <br />detention pond/wetland areas, construction of wet detention ponds/wetland treatment systems <br />specifically designed to remove nutrients from .stormwater runoff, and chemical treatment in <br />Long Lake to maintain areas of well oxygenated water (hereinafter referred to collectively as <br />"improvements"). <br />3.1.1. The parties anticipate the use of alum in Long Lake to reduce in*lake <br />phosphorous loading. The parties also anticipate the construction of three wet detention <br />ponds/wetlands to treat external phosphorous loading; one between County Road No. 6 and <br />the DNR protected wetland adjacent to the north side of Long Lake, and two connected <br />basins adjacent to Long Lake in a city designated park. These systems will be selected and <br />designed by MCWD, based upon a determination of their feasibility as provided below in <br />sub'paragraphs 3.1.3 through 3.1.5 of this paragraph of the Agreement <br />3.1.2. The MCWD will pay for the installation of structural fish barriers at the outlet <br />of Long Lake, at the outlet of the Long Lake City Park wet detention pond/wetland, and at <br />the outlet of the County Road No. 6 wet detention pond/wetland, subject to assumption of the <br />275/I407(«25 I/1(W95 <br />• <br />•
