INFORMATIONAL xMEETING ON KELLY AVENUE DRAINAGE <br />AUGUST 18,1994 <br />Scott commented that Option D would have a major impact on trees that would have to be removed. <br />It would take years to replace that growth. <br />Stoddard asked about raising the road to see how that works and then look at a drainage system. He <br />felt raising the road 2' would have minimal impact on the neighboring properties and would take <br />care of the majority of the problems. Gerhardson felt there would have to be something done in <br />addition to raising the road. The pipe along Famhams ’ property is only 8" while the pipe under <br />Kelly .A.venue at the pond area is a 12" pipe. As it goes under the ne.xt driveway, an 18" pipe is used <br />and then runs into an 8" pipe as it goes under Carman Road. This restrirtion slows drainage down. <br />The same size pipe throughout the system would be desirable. <br />Farnham asked about the possibility of an additional pond at the Kelly Avenue comer. Cook <br />questioned if it would actually help with flooding problems. He added that from a water quality <br />point of view, the current system is good. <br />Gerhardson stated that by just raising the road, every culvert would have to be open and working <br />to capacity to be effective. <br />Farnham noted that at one time an option was considered to run a storm sewer along the sanitary <br />sewer lines to County Road 19 Cook stated it would have to be pumped up to get through the Old <br />Beach Road area which would be difficult and costly. <br />Mrs Mitchell thought the road had settled and there was less water in the slough than in the past. <br />Gerhardson felt the growth over the years may make it appear that way. <br />Mrs. Farnham asked what would happen to Carman Cove if the pipes were increased in size and <br />there was more drainage. She stated there were already a lot of weeds in Carman Cove. Mr. <br />Farnham thought increased water would only lead to more weeds. Cook agreed. <br />Stoddard reiterated that raising the road with a culvert underneath it seemed the most economical <br />route. Cook stated the City has many concerns and would have to be prepared to do the en^e <br />project if raising the road did not solve the problem. Stoddard asked if the City has an obhgation <br />to build the road at or above the flood plain of Lake Minnetonka. Cook thought the road was <br />probably built at the 932 elevation but the road has settled. <br />Mrs. MitcheU asked why there were no problems with the road that goes through the slough. <br />Gerhardson responded the road construction was different on Kelly Avenue. <br />Gerhardson stated that the size of the pipe along Famham ’s house was a major concern. If there <br />any changes in drainage, it would be imperative that water could run out of it.were
