Gerhardson <br />Title Public Works Director <br />Administrator Reviewed:Agenda Section: <br />Public Works <br />Item Description: Old Beach Road Traffic Control <br />During the past few months City staff has been reviewing with Orono and Minnetonka Beach <br />residents a traffic concern on Old Beach Road. <br />Old Beach Road is currently being used as a "short cut" to get to County Road 19 and County <br />Road 15 avoiding the intersection at County Road 15 and County Road 19. This results in 3,600 <br />vehicles per day using this residential roadway. <br />Originally the residents requested that the road be closed to through traffic with a cul-de-sac at <br />one end or the other. <br />Staff reviewed the matter due to concerns regarding public safety vehicle response, and the fact <br />that City code calls for a through street if there are more than ten homes or the street is longer <br />than 1,000 feet. <br />The first alternate to closing the road showed a partial closing of the intersection at County Road <br />19 with right turn exit only onto County Road 19 and no right turn onto Old Beach Road from <br />County Road 19 but would allow left turn onto Old Beach Road from County Road 19. This <br />system would allow residents and emergency vehicles entrance and limited exit at both ends. <br />However, by allowing limited access at that end of the road, Hennepin County has expressed <br />a concern that there is not enough room for a left turn bypass lane on County Road 19. <br />We also reviewed an option that would allow right turn exit and right turn entrance only at <br />County Road 15 and Old Beach Road with nothing being changed at the County Road 19 end. <br />This plan would solve the problem for the afternoon traffic only. <br />After reviewing these and other options, it is staffs opinion that a complete closure at the <br />County Road 19 end is the best solution to reduce the amount of traffic. The reasons are as <br />follows: <br />1. 3.600 vehicles per day far exceeds the numbers for a residential street. <br />2. There is an alternate for the through traffic at the intersection of County Road 15 <br />and County Road 19.
