Request for Council Action continued <br />page 2 of 2 <br />September 8, 1994 <br />B-2 Zoning District Amendment <br />Regulation of Physical Aspects (Hardcover, Landscaping) <br />Perhaps a reasonable approach to gaining physical changes to the marinas would include the <br />following: <br />Council to determine what general changes th-;y would like to see in the physical <br />aspect of all marinas. <br />Allow staff to then work with each marina to devise a plan and schedule for <br />bringing each marina into an acceptable degree of compliance over time. <br />Bring this back to Council for approval. <br />Formalize an agreement with each marina, establishing schedules and sanctions <br />for noncompliance. <br />Such a program would perhaps avoid the "taking" issues raised by Staunton, would allow the <br />City to reestablish a base line and set of goals for each marina that, when complied with, both <br />the marinas and the City will have reached an acceptable comfort level. <br />Options for Action <br />Noting that the Planning Commission has held the required formal public hearings for this <br />amendment. Council could direct staff to make any minor changes you want and place it on your <br />agenda for formal ordinance adoption at your next meeting. <br />If Council wishes further Planning Commission input regarding the reasoning <br />behind the proposed amendment, a work session with Planning Commission could <br />be held. ^ <br />If Council feels there are specific physical changes to the marinas which Council <br />feels need to be dressed as a high priority, then hold a work session with staff to <br />identify those issues and their relative priorities. <br />Other.
