Iv9y''DATE: January 5, <br />ITEM NO:/ <br />Department Approval: <br />Name Ron Moorse <br />Title City Administrator <br />Administrator Reviewed:Agenda Section: <br />City Administrator ’s <br />Report <br />Item Description: <br />Personal Watercraft Ordinance Hearing <br />The public hearing regarding the regulation of personal watercraft on Long Lake will be held <br />at 6:45 p.m. on January 9. I have attached the updated proposed ordinance. Staff has made <br />several changes to the ordinance to simplify and clarify the ordinance. <br />The two ke> items of the ordinance are Section 4, Subdivision 2 and Section 4, Subdivision 3, <br />both on page 3 of the ordinance. Subdivision 2, Hours of Operation restricts the operation of <br />personal waterciaft between 6:00 p.m. (or sunset which ever occurs earlier) and 8:00 a.m. the <br />following day. Subdivision 4 restricts racing of personal watercraft unless a race permit has <br />been approved. This provision would allow the cities of Long Lake and Orono to restrict racing <br />activity to the times the cities determine are reasonable. <br />According to the DNR rules, the process for adopting a surface use ordinance includes several <br />steps. <br />1. The local unit holds a public hearing. <br />2. The local unit adopts the ordinance for DNR review. <br />3. The local unit submits the proposed ordinance and supporting documentation to the DNR. <br />4. The DNR reviews the ordinance and either approves or denies it. <br />COUNCIL ACTION REQUESTED: <br />Motion to adopt the personal watercraft ordinance with amendments if desired; and to authorke <br />staff to submit the proposed ordinance and any supporting documentation to the DNR for its <br />review.
