The grading plan should be modified to include existing <br />street grade and to revise grades for access drive. <br />Review Exhibits F and G, drainage from the north side of the residence will flow to the drainage <br />way at the north side lot line. Drainage from the driveway and the remainder of the house at <br />the south side will drain between house and septic sites. In order to protect the septic areas, the <br />engineer asks that a swale be installed along the south side of the residence that would convey <br />drinage to the east. Review Exhibit H, the elevations of the residence reveal no height <br />problems. Height has been determined at the highest existing elevation. The application cannot <br />be scheduled before the Council until applicant’s surveyor has submitted a revised grading plan <br />for review and approval by the City Engineer. <br />Issues for Consideration <br />1. Section 10.03, Subd. 21 was amended in the mid-80s. It was the City ’s intent to provide <br />guidance to the building official as to what would be considered unusual land alterations <br />involving filling, removals or grading activities proposed with the application for new <br />residential construction. The guidelines have been defined in Section 10.03, Subd. 21(1" <br />3). The conditional use permit would provide adequate notice to adjacent residents where <br />intense land alterations may cause disruptions in normal activities, damage access roads, <br />etc. At your October meeting, you reviewed a conditional use permit for filling activities <br />involving 450 cubic yards to be accumulated from soil corrective measures. The fill was <br />used to create a rear walkout where existing elevations did not permit. Does the <br />Planning Commission have any objection to properties being filled or cut to allow rear <br />walkouts? Should homes be designed to fit existing elevations? <br />2. Are there other issues that should be addressed with this type of application? <br />As already noted above, the staff cannot schedule the application before the Council until an <br />amended grading and drainage plan has been submitted for the City Engineer s review.
